1. Systems Development:
- In charge of the development of Monitoring and Evaluation tools to inform frameworks and procedures for monitoring activities, i.e. development of Programme/project Monitoring Plans and Budgets, Logical framework, project performance tracking, indicators, data flow chart and M&E Manuals)
- In charge of defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
- In charge of the establishment of a Management Information System that will support the collection of data and ensure the maintenance and management of the systems.
- Ensure capacity building of staff in monitoring and evaluation to improve data collection and reporting processes.
- Responsible for the provision of support supervision of programme and project staff in field monitoring, use of M&E tools, data management and reporting.
- In charge of creating M&E guidelines that will enhance the feedback system to improve general performance and implementation of activities
- Providing feedback to partners and programme officers on programme performance based on monitoring data findings.
2. Data Management and
Analysis:
- The incumbent will ensure the functionality of the MIS system by providing the staff with the necessary tools, information and support in accurate collection, compilation, tabulation and interpretation of both qualitative and quantitative date.
- In charge of the maintenance, analysis and management of data while ensuring that quality data is collected and stored.
- Providing support supervision and guidance to data collectors and field based programme officers on data collection and entry.
- Ensure timely and quality data collection and feedback
3. Communication and
Reporting:
- Ensure appropriate internal communication and feedback systems are in place for M&E to inform programme planning and implementation
- Responsible for designing templates for activity and monthly reporting that will eventually feed into the quarterly and annual reports.
- Responsible for the dissemination of quarterly and annual reports to all stakeholders including partners and donors.
- Managing the public relations function through producing organizational profiles, newsletters, annual reports, website updates and management and any other IEC materials.
4. Grants Support and
Management:
- Stay abreast with developments in grant/ programme changes, trends and progress in order to advise and recommend tools and strategies to increase project performance and results.
- Implement baseline and end of project surveys as well as other research projects as required.
- Offer timely support to project teams in implementation through regular monitoring and tracking of progress of planned activities.
- Ensure the timely submission of activity, monthly and quarterly reports to donors as stipulated in the agreements.
- In charge of researching and developing best practices and tools for project execution and management.
Qualifications, Skills and Experience:
- The applicant should at least hold a Degree in SWSA, Social Sciences, Development Studies, Social Development, BBA, with a Diploma in M & E
- A minimum of three years’ experience as Monitoring and Evaluation Officer in reputable NGOs
- Impeccable level of personal integrity
- Keen attention to detail with ability to execute duties within the set timelines
- Excellent report writing, communications and presentation skills
- Strong organizational, interpersonal and management skills.
- Leadership qualities, personnel and team management (including mediation and conflict resolution).
