Job Title:  Project Coordinator, Health Analytics Under the guidance of the Manager Pulse Lab Kampala Manager and Data Scientist, the consultant will coordinate the project implementation. The consultant will maintain a fluent dialogue with the Uganda Ministry of Health to ensure ownership of the project outputs.

Duties and Responsibilities

Oversee and coordinate project implementation: Define project workplan (including benchmarks, milestones and timelines) and design workplans for project team members; Lead, manage and coordinate day-to-day planning, implementation and management of project activities according to the Project document and project log frame; Coordinate the project team (technical specialists, project officers, support staff, consultants) and ensure timely implementation, results –orientation and accountability for project results; Lead the development of annual programme/project delivery targets and guide the team to achieve the targets; Support the delivery of quality project outputs through preparation and support of monthly work plans for the teams and daily overseeing of the work of all team members; Monitor the project’s progress towards the attainment of the project objectives and propose measures to address bottle necks; Mobilize personnel, support identification of consultants as needed and draft TORs; Design procurement plan for project implementation and coordinate deployment of equipment; Document the technical processes undertaken for the implementation of project components on a quarterly and annual basis; Capture technical lessons learnt during the implementation of project components – a lessons learned log can be used in this regard; Manage and monitor the project risks linked to the implementation of project components; Identify project risks and coordinate initiatives to mitigate and manage them; Prepare Standard Progress Reports (quarterly and annual), annual work plans and budgets for project implementation. Engage with partners for project implementation: Maintain ongoing understanding of health information systems and identify partners and stakeholders for project implementation; Facilitate day-to-day effective communication and dialogue with partners for effective coordination of initiatives and systems; Maintain fluent dialogue with Ministry of Health to ensure project’s ownership; Perform effective ways to interact with partners to ensure stakeholder’s cohesion; Liaise day-to-day with main stakeholders to ensure their roles are appropriately integrated into the project as envisaged; Monitor the work of the agencies and partners leading work areas relevant for project implementation and adjust project components as needed to ensure coherence of interventions. Provide technical guidance for project implementation: Provide technical guidance on data innovation initiatives to achieve the project outputs; Guide the technical team on the definition of project components using concepts from data engineering and data science. Expected deliverables: Project workplan (including benchmarks, milestones and timelines); Delivery of quality project outputs through preparation and support of monthly work plans for the teams and daily overseeing of the work of all team members; Identifying, managing and monitoring the project risks linked to the implementation of project components; Preparing Standard Progress Reports (quarterly and annual), annual work plans and budgets for project implementation.

Required Skills and Experience

Education: MS (completed or ongoing) in Information Systems, Public Health, Business Administration, Computer Science, Information technology, Statistics, or related field; A combination of a first degree and relevant experience may be accepted. Experience: At least five (5) years of professional experience in Health Management Information Systems (HMIS); At least two (2) years of working experience as a Project Manager; Ability to conduct effective trainings on technological issues, new systems for groups ranging from 10-50 people; Knowledge of software engineering processes (e.g. agile software development); Experience working with any of the Ugandan eHMIS systems is an asset; Experience of Big Data analytics is an asset. Language Requirements: Excellent command of English. Price proposal and schedule of Payments: The consultant will be paid per working day; Payment will be made upon submission of monthly invoices, specifying the number of working days spent on each approved case, and providing documentation to support pre-approved expenses. Evaluation of Proposals (Method and Criteria): Individual Consultants will be evaluated based on the Cumulative Analysis methodology. The ranking of the Project Coordinator shall be made based on proposals that are: Responsive/compliant/acceptable; and Having received the highest score out of set of weighted technical criteria and financial criteria as per below weightages (technical-financial): 70%-30%. Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Technical Criteria for Evaluation (Maximum 70 points): Applications will be evaluated on the following criteria: Relevant education and training (Information Systems, Public Health, Business Administration, Computer Science, Information Technology, Statistics) - Maximum Points 15; Relevant work experience of at least five years in Health Management Information System and Project Management- Maximum Points: 30; Demonstrated experience in big data analytics, software engineering processes and training of people, - Maximum Points: 10; Proficiency in English - Maximum Points: 5; Methodology and understanding of assignment – Maximum Points: 10.
