Org. Setting and Reporting
This job opening is being issued for a position in the Office of Internal Oversight Services' regional ID Office in Entebbe. The incumbent will report to the Chief of Section in Entebbe. The Office of Internal Oversight Services (OIOS) is an independent office reporting to the Secretary-General and the General Assembly. The Investigations Division (ID) of OIOS investigates reports of possible violations of rules or regulations, mismanagement, misconduct, waste of resources or abuse of authority.
Responsibilities
Under the direct supervision of the Chief of Section, and within delegated authority, the incumbent is responsible for the following duties: 

- Plans, organizes, conducts and manages investigations of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources or alleged violations of UN Rules, Regulations and pertinent administrative issuances.
- Participates within a team of investigators to gather evidence; prepares evidence for disciplinary bodies; obtains and reviews relevant documentation; conducts interviews and takes statements; analyzes facts, determines findings and formulates recommended disciplinary and jurisdictional actions; gathers and analyzes electronic evidence.
- Determines whether matters involve potential fraud, corruption or other illegal or criminal conduct warranting referral to national authorities. 
- Prepares complete and concise investigation reports and conducts post investigation tasks. 
- Works collaboratively and in coordination with colleagues to achieve organizational goals in accordance with ID/OIOS standard operating procedures and in compliance with organizational regulations and rules.
- Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, international law, criminal investigation, police studies or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A combination of a first-level university degree in the aforementioned field together with formal qualifications and/or certifications in investigations (military, police, federal/national intelligence agencies) and two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Formal qualifications and/or certifications in Investigations (pursuant to a course of study, training and examinations of a state/national law enforcement institution, a national military academy or a federal/national intelligence service training institution, supplemented with professional development courses and/or certifications involving study, training and examinations in investigatory work) in combination with four additional years of qualifying work experience may be accepted in lieu of the first-level university degree

Purpose of the post:
Under the general supervision of the Programme Specialist, provide professional technical assistance and support for programme design, planning and implementation, management and evaluation of programme/project activities, data analysis and progress reporting, in support of achievement of programme goals and objectives.
Major Duties and Responsibilities:

5. Programme funds optimally used. Contributes to the development and implementation of detailed RWPs, and budgets for scaling up maternal and new-born health, nutrition, EPI and HIV/AIDS interventions in the region.
6. Programme monitoring and evaluations effectively conducted to improve programme performance, and programme status report timely prepared.
7. Rights-based and results-based programming approach fully incorporated into all phases of programme and projects processes.
8. Rights perspective and advocacy at the community and family levels incorporated in policy analysis for establishing and elevating UNICEF’s credibility in national and international policy debates.
Required Qualifications, Competencies and Attributes
• University degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Public Health, Social Policy, Social Development, Community Development, or other relevant disciplines. Additional qualification in a health related discipline is highly recommended.

• Two years of professional field work experience in planning, programming, implementation monitoring and evaluation. Professional experience in child survival & health care is an added advantage.

• Background/familiarity with Emergency is required.

• Fluency in English is required.

Under the guidance of the Pulse Lab Manager and in collaboration with the team, the consultant will support the Lab to: 1. Yield innovative approaches to achieve the Global Goals with innovative monitoring and evaluation systems and 2.   • Provides technical support to the team at the Lab to ensure that monitoring systems are in place for the Lab’s projects and key annual programme indicators are tracked, analysed and provided;
  • Provides technical support for implementing results-based management capacity building for the team at the Lab;

Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Duties and Responsibilities
Oversee and coordinate project implementation:
  • Define project workplan (including benchmarks, milestones and timelines) and design workplans for project team members;
  • Lead, manage and coordinate day-to-day planning, implementation and management of project activities according to the Project document and project log frame;
  • Coordinate the project team (technical specialists, project officers, support staff, consultants) and ensure timely implementation, results –orientation and accountability for project results;
