Learning and Organizational Development Manager Job Vacancy at Peace Corps

Duties and Responsibilities: 
1. Support the Country Director with organizational alignment, performance management and evaluation and systems:
  • Using Peace Corps Uganda vision and mission statement and the Mission Support System diagram as a guide, track and evaluate organization performance towards meeting the requirements of each performance area. Communicate progress and recommended interventions to the Country Director on a regular basis.
  • Develop and implement organizational assessment, diagnosis, consulting/coaching, and action plans to address issues specific to meeting organizational development needs consistent with organization strategic plan.
  • Oversee the implementation and evaluation of the organization Performance Management System with the support of the Human Resources Specialist.  Ensure the Performance Management System is aligned with the Vision, Mission and management priorities for the reporting year. Recommend improvements as required. Design, develop and deliver Performance Improvement interventions, coaching and training as required.
2. Provide Technical leadership in Volunteer Training Planning and Delivery
  • Lead and coordinate with the Training Manager needs’ analysis processes for Volunteer development.
  • Ensure quality training delivery leading  the training team and supporting the  Training Manager, all Volunteer trainings in the Volunteer 27 month training cycle. Ensure that:  the required global core training sessions are prepared and delivered by qualified individuals and that the planning cycle and countdown meetings for major training events are efficient and effective to meet the operational and logistics goals of each training event.
  • Volunteer training program curricula and individual training modules are up to date within the curricula.
  • Training of Trainers produces qualified trainers that are effective and meet organization and program goals, the trainer vetting system is equitable, transparent and effective, diversity guidance is issued to volunteers.
3. Provide Technical leadership in Staff Training Planning and Delivery
  • Lead and coordinate with the Training Manager and Human Resources Specialist needs analysis processes for staff development.
  • Provide up-to-date subject matter expertise in leadership and management development, organization development and staff development.
  • Coordinate with appropriate staff utilizing needs analysis outputs to develop strategies to increase organizational, team, and individual staff member effectiveness. Develop and manage strategic process for continuous improvement of knowledge worker productivity and change initiatives that support initiative and innovation.
  • Work in liaison with leadership team, identify the priority organizational needs for learning, work process improvement and development of individual staff members, program teams, administrative work groups. Develop strategies that encourage collaboration to increase organizational effectiveness.

Qualifications, Skills and Experience: 
  • The ideal candidate for the United States Peace Corps Learning and Organizational Development Manager career placement should hold a Bachelor’s degree or higher in business/public administration, education, organization development or equivalent preferred
  • At least ten to fifteen years’ learning and development or equivalent experience
  • Five years of high level management experience
  • Proven skills in learning needs analysis, learning development processes, and knowledge management
  • Working knowledge of and ability to use learning profession’s standards, procedures and best practices relevant to staff training and development
  • Previous experience as a manager and contributing member of leadership team desired
  • Significant experience in managing multiple complex projects
  • Collaborative, flexible and committed team player
  • Organized, efficient and deadline driven performer
  • Initiative, drive and genuine interest in learning transfer and human capital performance improvement
  • Effective facilitator and coach
  • Strong written and verbal communication skills
